Cook Political Report, Rothenberg Report rate race a ‘toss-up’

For immediate release
Thursday, October 23

For the third time this year, the Cook Political Report has changed its rating in the Idaho First Congressional District race between Walt Minnick and incumbent Bill Sali, and again upgraded Minnick’s chances for victory. Cook first changed the rating in July and did so again in September. Here’s what they had to say today:
“GOP Rep. Bill Sali’s ire-provoking ways are making Republicans nervous, and his strictly grassroots philosophy has left his campaign treasury reliant on yard sales for income. Democratic businessman and 1996 Senate candidate Walt Minnick has exploited Sali’s weaknesses to the fullest, racking up endorsements from many moderate Republicans ... A recent SurveyUSA poll showed Minnick leading Sali 51 percent to 45 percent.”

The Rothenberg Political Report also upgraded Minnick’s chances, according to an analysis released late yesterday. Rothenberg previously upgraded the race in July. Here’s what Stuart Rothenberg wrote today for
“Walter Minnick’s resume of accomplishment and substantial personal financial resources weren’t expected to be enough to make this into a competitive race. While he holds a law degree from Harvard, is a successful businessman and is a former deputy assistant director of the Office of Management and Budget, Minnick is running as a Democrat in a district that gave President Bush 68 percent of its vote four years ago. But polls show Minnick running about even or ahead of incumbent Republican Rep. Bill Sali, giving Democrats a real chance for an upset. The national mood for change certainly is helping Minnick, but even more important is Sali, a conservative who barely won two years ago. He has alienated members of his own party with his no compromise approach, and he’ll have to lose thousands of strong Republican voters to lose his seat. It’s quite possible that will happen.”

The Cook Political Report and Rothenberg Political Report are non-partisan reporting and analysis publications offering independent ratings on Congressional races around the country.
